GOST is a Russian standards system, pretty much like ANSI is in the US. According to their website, their coin uses GOST standards for cryptogrpahy, therefore is named after it. Their subreddit was banned 2 months ago and they still have the dead link on their site, so I suppose it's pretty much inactive.

Yes, the project is very much alive, actively developed, with a growing userbase.

Considering this website mentions Kiwix on the bottom, possibly yes. Maybe you can also download it and use it with Kiwix software, though I haven't actually checked that.
