So not sure why he needs to move 'heaven and earth' to reach that goal, when that goal would have been met at the current pace of vaccines being given.

Similar to the mask mandate... Where can you go without one? Requiring them for travel? I flew a decent amount last year and they were mandatory on all flights and airports I was in. The things he wants to do it seems that the states are already doing, and have been doing.
