I don't see any forums under your account, but you can use the "Add" button in the box at the bottom right of the page. If you have a different account, login with it and you should see the option when you view your forum.

Bottom of the page to the right, under the "Toolbox" for your forum.

I couldn't find it again... I missed it? Or is the screenshot different from what you said?
